Open RFP for the Emergency Community Support Fund
Round 2

United Way Hastings & Prince Edward is accepting funding applications for the Emergency Community Support Fund (ECSF) Round 2 from October 5 to October 30, 2020. The fund continues to provide financial support to charities and other qualified donees adapting their frontline services to support vulnerable Canadians during the COVID-19 pandemic. The Government of Canada has released this balance of funding for ECSF and it is being administered in collaboration with United Way Centraide Canada, Community Foundations of Canada and the Canadian Red Cross.

COVID-19 is top of mind for everyone and is affecting the way we all support those who are vulnerable in our communities. This pandemic has created an increase in demand for local services, shortages in supplies, and disruption in service.

These funds are being distributed as part of Employment and Social Development Canada’s (ESDC) Emergency Community Support Fund (ECSF). United Way Hastings & Prince Edward is pleased to provide support to local community service organizations that provide rapid, emergency community support to vulnerable community members. Applications are now available and reviewed locally. Our aim is to make this application process simple. We recommend that you read the full Frequently Asked Questions (FAQ) and Applicant Guide documents before proceeding to the application.

If you are providing a new or enhanced support or service(s) in Hastings &/or Prince Edward County with respect to food security, financial wellness, health and hygiene, home care or personal support services, information and navigation, legal supports, mental health and wellness, shelter, safety, social inclusion learning, transportation, etc. as a result of COVID-19, we would ask that you submit your proposal for consideration by Friday, October 30, 2020. To be eligible for funding, the agency or organization MUST be a registered charity or other qualified donee under the Canada Revenue Agency. (To learn what a qualified donee is click HERE).

Proposals are to be completed and submitted online via our e-CIMPACT application tool. If your organization already has an account, click on “Investment Opportunities” on the left side menu under Apply / Report from your organization home page. Agencies and organizations who do not already have an account are encouraged to create one HERE.

INSTRUCTIONS: The application has six sections – once you have the information gathered including budget information, the application should take approx. 30 minutes to complete.

  • Section 3 – Agency Upload Area
  • Section 4 – Service information
  • Section 5 – Grant request, budget and financial information
  • Section 6 – Authorization and confirmation

 

TIMELINE:

  • Application Open Date: October 5, 2020
  • Application Close Date: October 30, 2020 (Please Note: No applications can be received after this deadline)
  • All funding allocations will be made public on or before November 27, 2020.

All Requests for Investments that are completed and submitted will be reviewed in a three-step process that includes an initial evaluation by United Way HPE staff, before being forwarded to a local citizen review committee. Final recommendations will be presented to the United Way HPE board for approval. Applications will be reviewed and evaluated using standard scoring tools based on the fund guidelines provided by the Government of Canada.
